Decorative images aren't a thing.
I know I've encountered plenty of situations that felt like an image was truly 'decorative' and alt text felt like noise, but I generally agree with Adrian's take, appreciate the poop silliness, and think the decision tree framework he outlines does get to the heart of what should be considered for the inclusion of an image in a design.
